Place the raisins in a small bowl. Add the hot water to cover and let the raisins soak. In a large bowl, combine the flours, oats, and spices together.
In a medium bowl, beat together the egg, brown sugar, applesauce, water and oil until they are well- blended. Drain the raisins and stir into the applesauce mixture and then add this misture to the flour mixture, stirring the ingredients just to moisten them. Pour the batter into a greased 9 x 5 x 3 inch loaf pan.
Bake the bread in a preheated 350ºF oven for 50-60 minutes or until a toothpick inserted in the center of the loaf comes out clean. Let the bread cool in the pan for 10 minutes and then turn it out onto a rack to cool. Serve with butter, cream cheese, or apple butter.
